Online Special Ops Problem

Hello, I’ve doing my mediation for the last month I would like to do my special ops, but I try to do it by myself and it says “Due to a higher volume of Special Ops submission, it is only possible to submit a new Special Ops only when I have applied for a Peace Revolution fellowship” so I would like to apply for the fellowship, but I don’t know how, I always click where it says to and it sends me to the same page, so, I don’t know how to do it. Could you please help me?
