Problem With Signing In And Appling For The Fellowship

Hi there,am having trouble signing in as Every time I enter my password it does sign it at all but rather just ask for my password again, hence I have to change my password Every time I want to log in.. And also I being trying for a 2months now just to apply for the fellowship in Fiji and Every time I want to submit a pop up keeps telling me there is a technical problem...It's being for 2months now and haven't being able to apply for the fellowship..would appreciate feedback on this issue..
